Alecto Carrow is a Death Eater who took part in the attack on Hogwarts, and is the sister of Amycus. Big and blonde.
Alecto become Hogwart's new Muggle Studies Teacher in 1997, in order to skew new students to anti-muggle sentiment. It is safe to assume that she was sacked following Voldemort's fall.
