Armando Dippet was a former Headmaster of Hogwarts, he was the predecessor of Albus Dumbledore. He was headmaster for the years in which Tom Riddle was at Hogwarts. In Harry's fifth year, portraits of this wizard hang in various places. Since the wizards and witches in pictures can move from one portrait to another Albus Dumbledore uses Armando Dippet as a messenger.
50 years previous to CoS he is described as old and nearly bald, and at the portrait in Albus Dumbledore's study in OotP he is described as frail-looking
