Burdock Muldoon was chief of the Wizards' Council in the 14th century. In the spirit of friendship he issued a decree that stated any creature that walks on two legs would be granted the status of being, all others were to remain beasts. Unfortunately, as described in Bagshot's A History of Magic, this attempt was a failure as many two-legged creatures were not suitable to run the affairs of wizards. Trolls smashed the meeting chamber, pixies caused havoc and the only thing that interested the hags was finding children to eat. After this dismal failure, Muldoon never again attempted to integrate non-magical creatures into the Wizards' Council.
