Educational Decree Number Twenty-three, issued by the Ministry of Magic in Harry's fifth year, establishes the role of the High Inquisitor at Hogwarts. The same decree caused two Wizengamot elders, Griselda Marchbanks and Tiberius Ogden, to resign in protest.
