Elfrida Clagg succeeded Burdock Muldoon as Chief of the Wizards' Council. During her time as Chief she attempted to correct Muldoon's mistake in the classification of beings. She decreed that beings were all creatures who could speak the human tongue. If you could communicate with the Council members you would be issued an invitation to join. Although this ws noble in theory, the practicalities proved more difficult. The Ghosts left in disgust at the Council's blatent emphasis on the needs of the living, the Trolls, who has been taught some English by the Goblins smashed the Council chamber and the Centaurs boycotted the meeting because the Merpeople were excluded under the decree.
