Evans is the maiden name of Harry's mother, lily and his aunt, Petunia Dursley (Lily's sister).
Mr and Mrs Evans
Harry's maternal grandparents. Not much is known about them, except that they are muggles and that they were proud of their daughter lily being a witch, leading to sister Petunia becoming jealous of her. The only time they have featured in the books is during the Mirror of Erised scene in Harry Potter and the Philosopher's Stone.
Mark Evans
Mark Evans was mentioned in passing in the first chapter of Harry Potter and the Order of the Phoenix, but he is not a relative of Harry's.
The use of Evans as a surname for this character did send the rumour mill into a spin; mainly that the character was a relative of Harry's and that as he was 10 years old, he'd be joining Howarts that year. However, JK Rowling later confirmed on her web site that it was coincidental and he would not be playing any further part in the books.
