Grogan Stump was Minister for Magic from 1811 - 1819. He was instrumental in establishing the definition of beast and being. He decreed that a being was any creature that had sufficient intelligence to understand the laws of the magical community and to bear part of the repsonsiblity in shaping those laws.1 He created three new divisions in the Department for the Regulation and Control of Magical Creatures, the Beast Division, the Being Division and the request of the Ghosts, (who thought it insensitive for them to be classified as beings as they were obviously has-beens), the Spirit Division. All these divisions still exist today.
