July 31 is Harry Potter's birthday. He was born in 1980, exactly nine months after Halloween (*nudge nudge* *wink wink*). However, on Muggle birth charts, a child born on July 31 may have been conceived anywhere between October 20 and November 15 and still be full term.
On his eleventh birthday, Harry finally receives his Hogwarts letter, and the deadline for a reply is July 31, as well, so that might be the cut-off date to decide the year of Hogwarts students.
A year later Dobby creates havoc on Harry's birthday, so Harry is shut into his room and has to be rescued by the Weasleys.
