Lucius a common Roman name, possibly a reference to Lucifer or several harsh Roman Emperors.

Lucius Malfoy is the patriarch of the Malfoy family. He is the father of Draco Malfoy (Harry's enemy at Hogwarts), the husband of Narcissa, and a Death Eater. After the fall of Voldemort, he 'reformed' himself and donated regularly to St. Mungo's Hospital for Magical Maladies and Injuries and until 1993, was on the Governing Board of Hogwarts. He has influence at the Ministry of Magic and attended the Quidditch World Cup at the invitation of then Minister of Magic, Cornelius Fudge.

Harry Potter and the Chamber of Secrets

Lucius was introduced properly in the second book, when his house elf, Dobby, goes against his will and warns Harry of danger at Hogwarts. Lucius is first encountered by Harry and his friends at Diagon Alley; Lucius touches a nerve with Arthur Weasley and gives Ginny a book. He claims to do so out of his goodwill, but the book is actually a more dangerous and suspicious object, as is found out later in the story.

At the end of the book, Harry confronts Lucius, giving the book back to him, its middle pierced by a Basilisk's tooth. Disgruntled, Lucius shoves the book into Dobby's hands, without realizing that Harry secluded one of his socks in the book. Dobby discovers it then and there; he is overjoyed! Lucius is disgruntled and attempts to attack Harry for freeing his house elf, but the now-free Dobby repels Lucius with his own magic, and he has no choice but to leave.

Lucius revealed his true allegiance when Voldemort returned to his bodily form.

Lucius led the raid on the Ministry of Magic, where he was captured and sent to Azkaban.

Following his breakout from Azkaban, Lucius returns to his family's manner and plays host to Lord Voldemort. To overcome the obstacles he faces with his own wand, Voldemort insists on using Lucius's, which is made of elm and dragon heartstring.
