The Minister of Magic is the titular head of the Wizarding World. Cornelius Fudge is the Minister of Magic in the first five Harry Potter books, and he is replaced with Rufus Scrimgeour just before the beginning of Harry Potter and the Half-Blood Prince.
Albus Dumbledore was offered the position more than once, but refused.
Millicent Bagnold was Minister of Magic from 1980 - 1990.1
In the U.K. editions of the books, this position is known as "Minister for Magic."
